Second step: The International Project Competition
The rules of the Contest: combining professional and citizen requirements
The Unitary Report established that the commission for the urbanization of the area liberated by the underground is done through an International Project Competition that integrates the proposals of professionals in the sector with the citizen requirements extracted from the participation process.
Thus, the rules of the International Project Competition for the new space of urban centrality resulting from the burying of the railway tracks in Sant Feliu de Llobregat incorporated the following requirements:
- Ceiling limitation: A maximum height was established so that the new buildings proposed by the participating projects included constructions that respected the symmetry, homogeneity and height of the rest of the building. surrounding buildings.
- City indicators: The Barcelona Urban Ecology Agency carried out a study on the situation of Sant Feliu, based on several key indicators such as the number and location of the facilities, the green areas by neighborhoods, population density or proximity of housing to public transport, etc. With these data, a series of values were established in the bases of the International Competition, in order to equalize and equate the services of the neighborhoods close to the roads.
- Citizens' requirements : Citizens were able to have their say in a participatory process to draw up requirements on public space, preservation of the city's memory and identity, facilities and housing, and mobility. . These contributions were also included in the rules of the International Project Competition.
More than 31 work teams presented their candidacies to the Competition, a great success of the call that guaranteed the high quality of the proposals, which were evaluated by a jury of experts made up of several people and entities, referents in the sectors of town planning and architecture.
The contest, divided into three phases
- Presentation phase: Accrediting experience in similar projects or presenting an anonymous proposal. These two ways of presentation were activated at the same time, in order to facilitate access to the Competition for novice work teams. In this first phase, a total of 31 nominations were received, of which 10 were selected by the jury.
- Development phase: The 10 selected candidacies developed the proposals already providing a high level of detail and presented them anonymously, under a motto. The jury of experts scored and evaluated the projects and the three best-scored proposals are the finalists of the Competition.
- Consultation Phase: Now the contest begins its last phase with a Consultation where citizens can vote, between 8 and 21 November, their favorite of the three finalist proposals , presented under the following slogans:
